SpaceX has unveiled Starbase, Louisiana, an enormous Starship launch complex intended to operate at a scale far beyond today’s spaceports with just a few launch pads. SpaceX describes it as a high-cadence launch site that will enable Starship to open a pathway to the stars for humanity, and says it is working with Louisiana officials on the development.

Just like TERAFAB and other major initiatives, Starbase LA will be a massive endeavour.

A Spaceport at Starship Scale
Louisiana Economic Development says SpaceX plans to invest $100 billion in the Vermilion Parish campus, which would become the company’s fourth and largest launch site. At full buildout, the plan calls for five launch complexes with two pads apiece. Each complex is expected to have a propellant farm, while the wider development would include propellant production, power generation, vehicle processing, and housing for employees and their families.

That integration matters as much as the pad count. Launching a reusable vehicle thousands of times per year would require far more than building additional towers. Starships would need to be received, inspected, processed, fueled, and returned to flight rapidly, while the site continuously supplies enormous quantities of propellant and power. Putting those functions together reduces logistical bottlenecks and allow pads to behave more like parts of a production system than isolated launch stands.
The state says construction is expected to begin in 2027, with a first launch targeted as soon as 2029. It also projects 3,000 direct jobs over ten years, with an average annual salary of $92,600, plus about 8,100 indirect jobs. Musk also chimed in and said it will likely be far more than just that initial amount of jobs that were put forward in the planning document.
High Cadence will be the new Normal
With a goal of thousands of flights annually, that means each tower must launch multiple times. SpaceX hasn’t said exactly how fast it will ramp Starbase LA, but that is the capacity that the site is being designed for.
If SpaceX can make Starship rapidly and reliably reusable, that capacity could change the economics of moving mass to orbit. More frequent flights would spread fixed infrastructure costs across a larger number of missions and give satellite operators, NASA, and other customers more launch opportunities. It could also support missions that require many launches in sequence, including orbital assembly, propellant transfer, lunar logistics, and large satellite deployments.
SpaceX’s goals lie in the colonization of the solar system, with the Moon and Mars as major milestones alongside more immediate orbital missions. However, the Louisiana facility by itself cannot deliver those outcomes. The launch site depends on Starship reaching operational maturity, fast vehicle turnaround, dependable in-space refueling, and a regulatory framework capable of handling a cadence unlike anything ever attempted.
Tied Up in Red Tape
The state’s official project overview says SpaceX is working with federal, state, and local agencies and that the development will undergo applicable environmental, wetlands, natural-resource, and launch-related reviews. Each agency retains authority over the permits in its jurisdiction. In other words, this announcement is to say the the plan has begun, but the final approval isn’t quite there yet.
The coastal setting will receive particular scrutiny. Louisiana says SpaceX is consulting the Coastal Protection and Restoration Authority on hydrology, habitat restoration, shoreline stabilization, and long-term property management.
It is also working with the Louisiana Department of Wildlife and Fisheries, and the company would be required to mitigate unavoidable wetlands impacts.
Reaching for K2
Elon Musk placed the project inside a much larger vision. He said Starbase, Louisiana will enable SpaceX to deliver over 2 million tons per year into orbit with Starship V4, a crucial step towards humanity becoming a Kardashev-2 civilization.
Musk also ventured past the initial idea. His other initiatives under both SpaceX and Tesla, including solar cell production, AI chip production, humanoid robots, and the proposed lunar mass driver will push humanity towards the stars.

The other parts are: massive amounts of solar cell production, AI chip production, millions of humanoid (general purpose) robots and a mass driver on the Moon.

He noted that he expects that 1 million Optimus humanoid robots from Tesla, plus a gigawatt of solar power will constitute humanity’s first Von Neumann probe, which will enable the spread of human consciousness throughout the galaxy, laying the first steps towards Kardashev-3.
SpaceX’s Starbase LA proposal is a significant step forward for the company, and for Musk’s greater visions for humanity. The proposed infrastructure entirely dwarfs existing launch complexes around the world, and will be a vital first step in what will truly become the Space Age.
